For another perspective...
In February 2023, the Brennan Center hosted an academic symposium exploring the prospects for amending the Constitution in our time. More than half a century has passed since Congress last proposed a successful amendment. In an era of crippling political polarization and dysfunctional government, the prospect of winning the supermajority support needed to adopt new amendments under the process set forth in the Constitution’s Article V seems remote at best. But what do we lose when we ignore this important means of democratic participation?
The symposium was held in partnership with the NYU Journal of Legislation & Public Policy. The Journal published a
series of essays
by the scholars and policymakers who participated in the symposium, including a
foreward by Rep. Jamie Raskin
