La Crosse County received over 22 million dollars from the American Rescue Act and Infrastructure Act. In conversation with Monica Kruse, La Crosse County Board chair, we will explore who allocated that money, and how the county has spent it.

Monica Kruse has been on the County Board for 14 years, the last four years as chair. She enjoys serving on a number of community boards. A retired educator, she taught Special Education, German and Spanish during a career that spanned 1st grade to college level. She and her husband Paul have 3 adult children and 6 grandchildren.

Over the last two decades, a fringe plan to call a convention under the Constitution's amendment mechanism—the nation's first ever—has inched through statehouses. Delegates, like those in Philadelphia two centuries ago, would exercise nearly unlimited authority to draft changes to our fundamental law, potentially altering anything from voting and free speech rights to regulatory and foreign policy powers. Such a watershed moment would present great danger, and for some, great power.

Feingold and Prindiville examine the grave risks inherent in this effort. Though many focus solely on judicial and electoral avenues for change, such an approach is at odds with a cornerstone ideal of the Founding: that the People make constitutional law, directly.

Thanks to all the members and guests who participated in the December LWV La Crosse Lunch and Learn.
Sara Eskrich, Democracy Found; Bob Maline, Bridging the Divide; and Lee Raasch, Leader Ethics, led us in a hands-on “Gnome” election that demonstrated how a Final Five Primary and Ranked Choice Vote general election would work in Wisconsin.
